Douglas Irwin is a Professor of Economics at Dartmouth College, of the Ivy League universities, in Hanover, New Hampshire in the United States. He is author of Clashing over Commerce: A History of U.S. Trade Policy, and numerous other books on international trade and protectionism. I spoke to him about latest move at protecting jobs, by slamming heft duties on imports of steel and aluminium. I ask whether it will achieve the desired outcome – and whether it’s actually legal?
