The main contentious bit of the EU Withdrawal Bill relates to section 12 – Parliamentary approval of the outcome of negotiations with the European Union. The House of Lords is saying the government can only conclude an agreement with the EU if the agreement has been approved by a resolution in the House of Commons and the House of Lords.
